More ICFs, IDPs approved by RVC council

More intermunicipal agreements have been adopted as Rocky View County (RVC) approaches the April 1 deadline to complete Intermunicipal Development Plans (IDPs) and Intermunicipal Collaboration Frameworks (ICFs) with its neighbours.

Council approved ICFs with the Town of Crossfield and Wheatland County during a regular meeting March 10. According to Ben Manshanden, intergovernmental affairs co-ordinator, ICFs “identify how municipal services are delivered between two adjacent municipalities.”

The ICF with Crossfield identifies collaboration between the municipalities on fire and emergency services, he said, and commits the parties to renew a solid waste agreement and a recreation cost-sharing agreement. Opportunities to share transportation, water or wastewater services were not identified.

The agreement with Wheatland County also identifies collaboration on fire and emergency services, as well as agricultural services. There was also a possibility of sharing water and wastewater services, Manshanden said. Opportunities relating to transportation, recreation and solid waste did not exist.

Third reading for two IDPs were granted at the meeting. According to senior planner Stefan Kunz, IDPs with the Municipal District of Bighorn and Kneehill County required Calgary Metropolitan Region Board approval following second reading, and no board members challenged either plan.

Council also granted a one-year extension for an IDP between the County and the Village of Beiseker. The Village passed a similar resolution August 18, 2018. Manshanden said the IDP will likely be completed by either the summer or fall of this year.

Deputy Reeve Al Schule was absent from the meeting.
